She learns Silas has been very busy, eliminating several smaller gangs and taking over their rackets. Curiously, Silas has absorbed a few gangs that met his terms without quibble; these gangs saw the writing on the wall and surrendered. Those gangs have kept their rackets, but now pay fealty and a cut of their profits to Silas Black. Anita realizes that Silas Black usually offers those in his way terms first, and only moves in with force if those gangs reject his terms.
